Billy Wayne Norton Sr. was born in Texarkana, Ark. He joined the U.S. Navy and served in Vietnam, earning the Navy Achievement Medal. He has also received his Bachelor of Science degree in elementary education from Southern State College in Magnolia, AR as well as his master's in elementary administration from Henderson State University in Arkadelphia, AR. He worked for over 30 years in education before retiring in 2007. He and his wife, Betty, have one son. Bill currently serves as an Elder at Highland Church of Christ.
